The Karnataka government on 4 June approved the Karnataka State Cricket Association (KSCA) request to organize the Felicitation Ceremony of Royal Challengers Bangalore (RCB) in the eastern part of the assembly with strict conditions. It also included depositing Rs 15 lakh as security deposit on installing tents or any structure at the venue. Without the end of the event, it was also included in these conditions to seize Rs 15 lakh of security deposit for not removing these structures within 3 hours. In this regard, a copy of the order of the Government of Karnataka has been handed over till date.
The Department of Personnel and Administrative Reforms (DPAR) of the state government provided approval for the event on the basis of the approval issued by DCP Assembly Security to Karnataka State Cricket Association (KSCA). In the main conditions, the organizers were instructed to pay a cleanliness fee of Rs 10,000 through demand draft before the program. In the letter of approval, it was emphasized that the organizers would have to take full responsibility for any damage to the stairs, idols, roads or gardens at the venue. The use of plastic was strictly banned. All the references were to be prepared outside the venue, and the use of gas cylinders at the site was not allowed.

The event was in the assembly, not in the stadium: KSCA
Only in the area specified in the eastern external campus of the assembly, it was directed to arrange food. The use of drones was banned, as this area comes in the no-fly zone. The organizers were also required to coordinate with the Police Department, BBMP, Fire Services and Health Department to ensure the safety and smooth operation of the program. Pre approval from the nominated engineers of the Public Works Department was required for the establishment of any electrical structure or equipment. It was also said in the government order that the design of the program’s invitation card will have to get approval from the State Protocol Wing.
The functioning of offices or public traffic was not to be disrupted in any way from the program. Earlier today, after a stampede outside the M Chinnaswamy Stadium during the RCB’s Victory Parade, in which 11 people died, KSCA publicly separated themselves from the honor ceremony and its management. The association said that it had no role in organizing the program or management of crowd and entry gate. Also clarified that this honor ceremony was held in the assembly, not in the stadium, which was the decision taken by the government.

Some small incident happened, there was a lot of crowd: Shivkumar
After this letter came to light, Aaj Tak questioned Karnataka’s Deputy Chief Minister DK Shivkumar at Bangalore Airport. He said that the government did not allow the event. They wanted to do a road show in a bus with open roof. I said that this is not the facility. You have to cooperate. They agreed. that was it. On the statement of the Karnataka State Cricket Association, he said, ‘We told KSCA that they are given only 10 minutes. The police commissioner came and met me. He told me that I can see that it ends within 10 minutes. He told me that some small incidents have happened, the crowd has increased. I asked him to finish the event within 10 minutes (RCB Management).
On the criticism of opposition parties, DK Shivkumar clearly said, ‘The opposition is doing dirty politics. They are born for this only. Union Minister and JDS leader HD Kumaraswamy criticized DK Shivkumar to go to the airport to welcome the players of Royal Challengers Bangalore. He questioned in a sarcastic tone, ‘Who reached the airport to pick up the team on Wednesday morning? Who turned it into an event? It was only the Deputy Chief Minister and the people of his party.
