Those who were trapped, they started arriving in Havana in foreign embassies for shelter. The Castro government got angry. He announced that the one should go. Small private business is allowed to run. Some things have also been privatized. However, the government salary is still very low. The salary of a doctor is also only a few thousand and a government clerk. Migration is still going on from the country.
