2025 new mvag guidelines: According to the Motor Vehicle Agricultural Guideline (MVAG) 2025 issued by the Ministry of Road Transport and Highways on 1 July, cab aggregators will now be allowed to charge from base fair to double during peak traffic hours. Till now, the upper limit of the surge pricing was limited to 1.5 times from the base fair. But now according to this new guideline, cab companies can charge double fare in the name of Serge Pricing. Apart from this, some new rules have also been included in this new guideline.

States have been advised to implement this new guideline within the next three months. The purpose of this revised fair structure is to provide flexibility to the aggregators platform during peak hours. So that there is no obstruction in the framework during pricing and operation.

In his statement, the spokesperson of the leading cab aggregrator Uber said that, “We welcome the motor vehicle aggregator guideline (MVAG) as a move taken towards the clarity of regulatory in India’s digital mobility sector. If this new guideline is implemented in time by the states which will be applied to all the stakeholders in time. Appreciate the approach, and is ready to support all the levels with the government. “

Bikes got approval

The MVAG 2025 also eliminates a long-standing debate by allowing the use of non-transport (private) motorcycles through aggregators under the approval of the state government. According to the new guideline, “The state government can also allow non-transport (private) motorcycles through aggregators as a shared mobility. Aim is to provide cheap mobility by reducing traffic and pollution.

This means that now the way has been cleared to use motorcycles as cab service. According to clause 23 of the guideline, states will have the right to impose daily, weekly or fortnightly fees on aggregators for the use of such motorcycles.

Bike taxi operators such as Rapido and Uber, which work in regulatory gray zones in many states – include Karnataka, where the recent ban took place – the move has welcomed the move. Rapido called this clause “milestone in the direction of developed India”, and said that this change would help improve the last-mile connectivity and expand affordable transport in low-service areas.
