On this occasion, the Lok Sabha speaker said that local self -government is a strong basis of democracy, its representatives have a direct communication with the public. Due to which the common man becomes a direct partner in the democratic system. The biggest feature of democracy is that it gives an opportunity to make policies by understanding the difficulties and needs of the people at the ground level and when the policies are made by public participation, only then they get widely benefits.

India Mother of Democracy
Om Birla said that India is “Mother of Democracy”. There is a rich tradition of gram sabhas, committees and public discussions. The decisions taken through dialogue in these meetings were always accepted by the society. These are the roots of our democratic functioning, which we have received for centuries.
Today it is necessary that the meetings of the municipal bodies should carry forward our rich democratic tradition. Municipal bodies’ meetings should be operated and regular, regular. There should be a provision of Question Hour and Zero Hour, so that the public representatives can raise issues of their area. Accountability of the executive can be ensured, transparency can be brought and effective monitoring of administrative works.

Om Birla said that I have seen that many municipalities, councils and corporations do not have meetings for a year. Sometimes only a budget meeting is held, that too is postponed with an uproar in just half an hour. This is not a healthy tradition of democracy. Meetings should be held throughout the day, every proposal and plan should be serious.
The agenda should be prepared in advance and his proceedings should be reviewed in the next meeting as to what results will be made. There should also be widespread discussion on the budget, so that plans are formed in the public interest and their effects are seen on the ground. Democracy will be strong only when the tradition of dialogue, participation and accountability will remain at every level.
On the first day of this conference, the mayors and commissioners of 7 municipal corporations are presenting the development models and best works of their respective cities. These models can also be used in other cities of the country.

Chief Minister Naib Singh Saini said that this conference will work to take India towards developed India. The theme of this conference will show the way to strengthen the roots of democracy and to make PM Narendra Modi’s developed India realized 2047. He said that by calling the local exit session like the Lok Sabha, Lok Sabha Speaker Om Prakash Birla has given an opportunity to discuss the issues. Talking about the development of infrastructure of cities, this is also an aspect of development of citizens.
The Chief Minister said that this city of Haryana is a model of urban development. The state government is working day and night for the development of Haryana. The Prime Minister has put a vision to make 100 cities of the country a smart city, work is being done in the same direction. Development is happening on the same lines in Faridabad, Karnal. Authority has been formed for the development of 4 Metropolitan City in Haryana.
The state government is working towards empowering the body, so e -governance, digital portal, AI based technology is adopting, so that the public has got facilities in a transparent manner. Property ID, family identity card is also a similar example. The ownership scheme launched by Prime Minister Narendra Modi has been fully implemented in Haryana.
Dialogue and cooperation will get a new direction
Haryana Assembly Speaker Harvindra Kalyan said that this conference will promote dialogue, coordination and cooperation between legislative institutions, municipal bodies and administrative units across the country. Our aim is to discuss policies as well as take democracy to the ground level and ensure public participation. The outline of urban development is being discussed in this conference, in which more than 500 delegates have come to participate.

He said that the legislature is not only a medium to make laws, but the soul of democracy. The roots of democracy can be deepened by making local bodies more responsible.
