Rekha Gupta government cabinet minister Pravesh Verma has raised the issue of general public problems regarding the ‘End-off-Life Vehicle’ (ELV) rule, which came into effect from July 1 in Delhi. Questioning this policy, he said that the people of Delhi are already under pressure on traffic and pollution, in such a situation, implementing this rule without adequate preparation is like putting more burden on the public.
Pravesh Verma said that vehicles should be stopped on the basis of their pollution status, not their age. He also clarified that this rule is not applicable in NCR areas like Gurugram and Noida, then why it has been suddenly implemented on Delhi itself. The Delhi government is considering this rule.
Meeting is going to be held between Delhi government and CAQM
Pravesh Verma informed that a meeting is going to be held between the Delhi government and the Commission for Air Quality Management (CAQM) on this issue, where this rule will be reconsidered. He said, “We would like it to have extensive talks. When the rules are applicable in the entire NCR, only then it should be implemented effectively in Delhi.”
He also expressed concern about the ANPR (automatic number plate recognition) cameras and said that it is not easy to implement this technology. It has many technical and practical problems.
Delhi government wrote a letter to CAQM
The Environment Minister of Delhi has written a letter to CAQM. It has demanded that the rule of not giving fuel should be considered again because the people of Delhi are facing trouble. In such a situation, it is believed that Delhiites can get some relief.
High court intervention- Delhi government and CAQM sought answers
On Wednesday, the High Court has sought answers from the Delhi government and CAQM. In fact, Delhi Petrol Dealers Association has filed a petition in the court saying that they do not have the legal power to follow the instructions not to fuel the ‘end-of-life vehicle’, yet if a car is left, they are being punished. The petitioners’ lawyers said in the court, “Petrol pump dealers are not law enforcement agencies, it is against the rule to hand over this responsibility to them.”
The court has directed the government and CAQM to file the reply by September. Also said that if any action is taken against the petrol pump owners, then it should be brought to the notice of the court.
What is the rule?
Explain that according to the instructions of CAQM, there is an order not to give fuel to diesel vehicles older than 10 years from 1 July 2024 in Delhi and petrol vehicles older than 15 years. The Delhi Transport Department and the police are jointly monitoring for this. However, CNG vehicles are exempted from this order. It has also been said that if a petrol pump gives fuel to such vehicles, then action against it will be implemented.
