In the meeting held on Wednesday (July 16, 2025) of the Congress’s Other Backward Classes (OBC) Advisory Council, the Center called for a proposed caste calculation at the national level on the basis of the model of Telangana caste survey.
A resolution in this regard was passed in a two -day meeting held here under the leadership of Karnataka Chief Minister Siddaramaiah. Siddaramaiah named the proposals passed in the council as the Bangalore declaration, saying, “The census should include social, economic and educational, employment, political aspects of every person and caste.”
He said that the second proposal was to abolish the 50 percent limit on reservation, so that suitable reservation for OBCs in education, service, political and other areas could be ensured. Siddaramaiah chaired the meeting of the council held in Bengaluru on Wednesday.
Siddaramaiah said that the third resolution passed in the meeting said that according to Article 15 (4) of the Constitution of India, there should be reservation for OBC in private educational institutions. The Advisory Council unanimously thanked Rahul Gandhi for raising the issue of social justice for the marginalized sections of the society.
Siddaramaiah said, ‘Rahul ji’s determination forced the Manuwadi Modi government to bow down to the fair and constitutional demand of caste calculations in India. On behalf of all the backward classes of India, the council heartsly appreciates them and credits Rahul Gandhi’s contribution to this historical achievement.
Describing the decision made by the Center on caste calculations as a milestone, the Chief Minister said that this is a small step towards ensuring social justice envisaged by the Indian Constitution.
Siddaramaiah said, “Under the courageous and adamous leadership of justice warrior Rahul Gandhi, India is fixed to realize and achieve the final constitutional objective of social empowerment, which will create an egalitarian and equal society in our great nation.”
