A few weeks before the Kargil war started, there was a secret talks between the then PM Atal Bihari Vajpayee of India and Pakistan’s PM Nawaz Sharif to resolve the Jammu and Kashmir issue.

It was proposed to divide the state on communal basis on the basis of Chenab River. This has been revealed in journalist and writer Abhishek Chaudhary’s new book ‘The Bilivars Dilema: Vajpayee and the Hindu Rights Path to Power’. According to the book, after Vajpayee’s 1999 Pakistani visit and Lahore manifesto, there was a 5 -day secret talks between former Pakistan diplomat Niaz Naik and India’s mediated RK Mishra at a hotel in Delhi. During this time both of them tried to find a solution to the Kashmir issue.

What was the Chenab formula finally? In these meetings, Vajpayee encouraged both of them to adopt ‘new thinking’. After this, Naik and Mishra together prepared the Chenab formula. Under this, Muslim -dominated districts of the western part of the Chenab river had to be given to Pakistan. Hindu -dominated districts of the eastern part were to be maintained in India.

Which options were rejected? The book stated that many other options were also discussed before this formula, such as considering the Line of Control as an international border (Naik rejected), giving autonomy to Kashmir (Naik rejected), independent of Kashmir (Mishra rejected) and region-wise referendum (Mishra rejected).

Vajpayee sent a message to Sharif Naik met Vajpayee before returning to Islamabad on 1 April 1999. Vajpayee sent a message to Sharif through him that infiltration and firing across the border should be stopped in summer. But in contrast, in early May, Indian intelligence agencies and patrols saw a boom in Pakistani activities along the Line of Control.

All these claims have been made in Abhishek Chaudhary’s book ‘The Bilivars Dilema: Vajpayee and the Hindu Rights Path to Power’.

Vajpayee’s displeasure over Kargil When the situation worsened, Vajpayee sent Mishra to Islamabad on 17 May. Mishra directly questioned Sharif whether he had signed the Lahore manifesto keeping information about the Kargil operation. According to the book, on this day Sharif was given the first information about the Kargil operation, that too incomplete and without maps.

Sharif gave the green signal to the army The book claims that Sharif ignored the warnings of Foreign Minister Sartaj Aziz and other officials and advised the army to continue the Kargil operation. He said, this issue will be solved by taking the name of Allah, not by buses.

Pak Army chased on 26 July 99 The Kargil war began in May 1999. In July, the Indian Army conquered Pakistani intruders. India made an official announcement on 26 July.
