Leh Apex Body (LAB) has announced that it will not negotiate with the High Planned Committee of Ministry of Home Affairs until the normal situation in Ladakh is restored. LAB President Thupastan Chhewang said on Monday (29 September 2025) that under the current circumstances, when people are facing difficulties and being tortured in Ladakh, it is impossible to interact with the Center.

Announcing that Leh Apex will not negotiate with the High Planned Committee (HPC) of the Ministry of Home Affairs until peace and normal situation in the body sector. Thupstan Chhewang said that the members of the body will not attend the meeting to be held on 30 September and the main meeting with the Minister of State for Home to be held on 6 October.

He said, “We expected that Jammu and Kashmir would be partitioned and people would get justice after making Ladakh a union territory, but they made us union territories without any law. After this article was canceled, all that protected our rights and identity, all that was over.”

‘People of Ladakh are feeling danger’

He criticized the central government, saying that the people of Ladakh had constitutional guarantee and security through Article 370 and 35A under the erstwhile Jammu and Kashmir state, but now they are feeling in danger.

He said, “We had formed Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA0) for our rights to fight. We had to oppose. Initially the central government assured, but nothing happened later.”

Chevang alleged that the central government has been adopting a non-serious attitude towards their main demands, including the sixth schedule, state status, job and Lok Sabha seats, but now that the youth are in jails, they cannot sit and talk.

The chairman of Leh Apex Body said, “Force was used by the administration in which four people were killed. We are very sad, but still we are in touch with the center. We were planning to go to the meeting.” Chewang said that members of Apex Body, who are going to meet the officials of the Home Ministry tomorrow, are not going to Delhi. “

‘No conversation until peace is there’

He said, “We are keeping an eye on the situation right now, until peace is done here, we will not be part of any conversation. We hope that the Ministry of Home Affairs will take some steps to normalize the situation.” Chhewang said, “The situation is very bad.” He further said that while youth and political activists are being implicated in false cases, the situation in Ladakh remains so stressful, the tip of the gun cannot be interacted. “

Chhewang said, “We demand the release of all the prisoners, withdrawing the cases and the unique label and false propaganda that described the Ladaks as anti-nation.” He appealed to the Kargil Democratic Alliance to support the top body’s stance and boycott the conversation with the Center.
