The Congress has made a major organizational reshuffle in Haryana, in which Rao Narendra Singh has been named the new State Congress Committee (PCC) President and Bhupinder Singh Hooda as the Congress Legislative Assembly Party (CLP) leader. This has been imposed after the approval of party general secretary KC Venugopal.
With this appointment, there has been a change in the Jat (SC) equation that has been going on for almost 20 years. In the old political equations of the Congress, Jat and Dalit were often pairing in top positions, but this time the party has submitted both positions to the Jat leadership by breaking the old formula of Jat CLP + Dalit PCC.

The new combination indicates that the party is now trying to change the equation keeping in mind the OBCs and other communities.
For the last one year, PCC and CLP posts were not filled in Haryana Congress. Both these posts were vacant after the assembly elections. The party took this decision after several meetings and surveys.
Bhupinder Hooda’s name was already coming out as a CLP leader. Most of the 37 Congress MLAs supported him for this post.

The name of the newly appointed Rao Narendra Singh was also known for the PCC President for a long time. He was considered a strong candidate in the party high command.
This appointment is being considered a strategic decision in view of the inner factionalism and equations of the Congress. Analysts say that this change is a sign of showing the new path of the party, especially in Haryana to challenge the politics of caste equations and polarization.
