The Bharatiya Janata Party is returning to power after about 30 years with a huge victory in the Delhi Assembly elections. The hopes of the people suffering from the cleaning system of bad roads, dirty water flowing from the broken sewerline, the garbage, garbage, have been winged. People feel that all their problems will disappear as soon as the BJP government is formed. But governments keep coming in India. The problems remain the same. There are very few chief ministers whose tenure is seen to be wide changes. Other Delhi is still not a full state. The government here has many ministries with the central government. As far as rights are concerned, it is also such that it is not easy to understand how many steps the Delhi government has to take to improve such a problem. It is obvious that to get the development of Delhi, any Chief Minister will have to work on many fronts.
1. Is LG big or Delhi CM?
As long as the Aam Aadmi Party government was in Delhi, LG and tension in the Delhi government were at its peak. The BJP -led central government used to find some measures to control the capital Delhi strictly. Now, will the central government do so even if it would have its own government and Chief Minister? An even bigger question is whether LG VK Saxena will still try to dominate the Delhi government. The Lieutenant Governor of Delhi has now become very powerful with the elected government of Delhi. Will the Lieutenant Governor take a soft attitude with the administration of Delhi, despite being more powerful? VK Saxena has expressed that he is not going to reduce his importance by starting the work of cleaning the Yamuna before the formation of the Delhi government. On the other hand, the BJP organization also would like that the person chosen as CM should not work under the influence of LG.
The National Capital Civil Services Authority has been established in 2023 through an ordinance. This authority includes the Chief Minister, the Chief Secretary of Delhi and the Chief Home Secretary of Delhi. This authority can suggest the transfer and appointments of officers and in matters related to discipline. This simply means that the government elected by the public in Delhi does not have the right to appoint, transfer or deploy officers. Will LG still remain as powerful?
2. To fulfill the promises made in the manifesto
BJP has resolved to give 2500 rupees every month to poor women. The difficulty is that the Punjab government is not able to give one thousand rupees a month. In Maharashtra too, the government is feeling difficult to implement many schemes. The record of fulfilling the promises made to the public in Karnataka and Himachal is still very bad. In Delhi too, free electricity, free transport was barely able to complete the previous government. The BJP has also promised free treatment up to Rs 10 lakh to the people of Delhi in its resolution. BJP had said that the BJP government will give treatment up to Rs 5 lakh and the remaining Rs 5 lakh in Delhi. Apart from this, OPD facilities and lab tests have also been promised free. All this will not be easy to complete.
3. A strong opposition is as Aam Aadmi Party
The BJP understands very well that the Aam Aadmi Party’s hold in Delhi is not over. The Congress has got more votes in those seats than the votes that have lost 14 seats. But if the BJP government of Delhi looks weak before the central government, then you would like to capitalize on losing time. As such, when the Aam Aadmi Party and its leader Arvind Kejriwal were in power, the level of his opposition was very high, now he is in opposition, so his dialect will be more sharp. The number of Aam Aadmi Party’s strength inside the assembly and the preparation of the Aam Aadmi Party outside the assembly will not be easy for the BJP government to deal with.
4. Control of MCD still with AAP
The MCD is currently under the control of the Aam Aadmi Party. MCD has the work of preventing everyday problems with everyday problems that common people face face to face every day. It is obvious that the Aam Aadmi Party’s support was available. The Center will have two options, first- it dissolves MCD and conduct new elections and second, the corporation should run through the commissioners. Obviously, this will not be so easy.
5. And most important, change the shabby picture of Delhi …
Roads from all over Delhi are dilapidated. Mountains of garbage are lying. Drains are flowing on the streets after overflowing. Living in dense settlements, not only in slums, has become bad. As soon as the summer comes, water and electricity shortage is going to be revealed. It will not be easy to solve all these problems simultaneously. It will start raining as soon as the summer is over. Watering in the streets before the rain, a very large work will have to be done to protect them from drowning in a few rains. The public does not have a present. The public would like to solve all the problems with a magical stick. It is obvious that a lot of patience will be needed to run between MCD, Central Government and LG.
