The Delhi High Court canceled the arrest of Army Chief Thokchom Shyamjay Singh, Army Chief of the United National Liberation Front, Manipur on Thursday (February 20, 2025). The National Investigation Agency (NIA) arrested the United National Liberation Front (UNLF) Chief on 13 March last year under The Unlawful Activities (Prevention) Act (UAPA).
The United National Liberation Front is a militant organization in Manipur. This militant organization took advantage of ethnic unrest in the state and carried out many terrorist attacks. The NIA arrested the UNLF Chief under UAPA for the international conspiracy to wage war against the government.
Challenge was given in Delhi High Court
NIA’s arrest by UNLF Chief Thokchom Shyamjay Singh was challenged in the Delhi High Court. The Delhi High Court said, “NIA remand and arrest against the accused in this case have failed to give in writing.”
The lawyer appearing on behalf of the petitioners in the Delhi High Court had argued that his arrest was illegal and unconstitutional, as he was not provided the basis of arrest in writing.
Justice Anoop Jairam Bhambhani canceled arrest
Justice Anoop Jairam Bhambhani quashed the arrest, saying, “I am accepting his petition, the arrest is canceled based on the decisions of Prabir Purkayastha and Pankaj Bansal.”

According to the NIA, Singh and his allies were involved in an international conspiracy hatched by the leadership of foreign terrorist organizations, which aims to take advantage of ethnic unrest and to carry out terrorist attacks in Manipur and wage war against the Government of India. A case was registered to recruit cadre and buy weapons to raise funds for UNLF by forcibly recovering money for UNLF by recovering money for UNLF.
