On Tuesday (March 18, 2025) in the Telangana Assembly, the Revanth Reddy Government passed the restructuring Bill 2025 for Scheduled Castes (SC) reservation. Significantly, during the Telangana elections, Rahul Gandhi promised about this issue.
During the debate on the bill, Health Minister Damodar Rajnarsinh presented the bill on behalf of the Chief Minister. Uttam Kumar Reddy, who presided over the Cabinet Sub-Committee to implement the Supreme Court’s decision on SC classification, said that the Congress has fulfilled this long-pending demand with honesty.
SC study of models of other states for classification
The Congress government, while studying models of states like Punjab, Haryana and Tamil Nadu, prepared a well -organized plan for SC classification. The government appointed the Commission, which conducted extensive studies on SC sub-castes. Data was collected on population, literacy, employment, admission in higher education, recruitment trends, financial assistance and political representation.
Shamim Akhtar Committee examined 59 SC sub-castes in Telangana to ensure that the classification was fair. The Commission submitted preliminary reports after which many SC sub-castes raised concerns. In response to this, the government extended the tenure of the Commission for one month so that all complaints could be addressed widely.
The Cabinet Sub-Committee took an important decision to reject the proposed creamy layer proposal by the Commission. Uttam Kumar Reddy said that the government has ensured that there is no shortage in the existing benefits from the classification process and the rights of all SC sub-groups are reserved.
Classification has divided SC into three groups
Group I have been allocated 1% reservation to the most backward 15 SC community, which is 3.288% of SC population.
Group II has been given 9% reservation to 18 communities benefited by 18 communities, which are 62.748% of SC population.
Group III has been given 5% reservation in 26 communities, which are 33.963% of SC population.
Currently, Telangana has 15% reservation for SC, which is based on the 2011 census. However, now their population has reached 17.5%. Minister Uttam Kumar assured that SC reservation percentage will be extended proportional to the 2026 census data.
