The Election Commission of India (ECI) has uploaded the 2003 voter list of Bihar on its website. There are 4.96 crore voters’ names in this list. This will make it easier for the special intensive revision (SIR) in the state before the assembly elections, because now about 60 percent of the voters will not have to submit any additional documents.
According to the instructions of the Election Commission on 24 June 2025, the 2003 voter list will be made available by the Chief Electoral Officer (CEO), District Election Officer (DEO) and Electoral Registration Officer (ERO) to the booth level officer (BLO) in a hard copy. Also, this list will be available online, so that any person can download it and use it with form for adding or amendment to the voter list.
Additional documents are not required
Both voters and BLOs will benefit from this facility. Voters whose names are in the 2003 list will only need to verify their details and submit the form. Apart from this, people who are not in this list, but their parents have no additional documents for their parents. Such voters will only have to submit documents for themselves.
Need to amend voter list
The Election Commission clarified that under the Representation of the Representation of the People Act 1950 and the Voter Registration Rules 1960, amendment in the voter list is necessary before every election. For the last 75 years, the Commission has been making intensive and brief amendments on an annual basis. This process is necessary because the constant change in the voter list is unavoidable.
It changes due to reasons like death, migration, marriage, job, education or completion of 18 years of age. According to Article 326 of the Constitution, Indian citizens over 18 years of age, who are residents of that constituency, deserve registration as voters. This step is an important initiative towards keeping the voter list transparent.
