The proposal to impose President’s rule in Manipur in Lok Sabha and Rajya Sabha was passed.
Union Home Minister Amit Shah on Thursday proposed to impose President’s rule in Manipur in Lok Sabha and Rajya Sabha, which was approved by both the House. During this time in the Lok Sabha, Shah said- There has been no violence in Manipur for the last four months from December to March. Relief camps have ensured food, medicines and medical facilities.
Amit Shah said- Due to a decision of the High Court, ethnic violence started due to reservation dispute between two communities in Manipur. These are neither riots nor terrorism. He said that 260 people died in this violence. Of these, 80% of deaths occurred in the first month, while the remaining deaths occurred in later months.
Actually, violence started in Manipur from May 2023. After the resignation of the then Chief Minister N Biren on 9 February, President’s rule was imposed in Manipur on 13 February. Under the rule, the government has to take approval from both houses within 2 months.
Shah said-
After the implementation of President’s rule in Manipur, both Maetai and Kuki Community had a conversation 13 times. The Ministry of Home Affairs will soon hold a joint meeting in Delhi. The government is working to find a way to end the violence.
Kharge said- Manipur is burning, but Modi did not go there During the discussion on the proposal in the Rajya Sabha, Congress National President Mallikarjun Kharge said- Manipur is burning, but PM Modi did not go there even once. There were incidents of sexual violence in the state, yet the BJP remained silent. BJP’s double engine government failed in Manipur. The House should give a message of peace to the people of Manipur. Prime Minister Modi should explain why he did not visit Manipur. They should go there and fix law and order.
Amit Shah said 3 main things on Manipur in Lok Sabha
- Ethnic violence did not take place only in BJP government: There should be no violence and ethnic violence should not be linked to any political party. The opposition is trying to show that ethnic violence took place during our government. But between 1993 and 1998, the Naga-Kuki conflict in Manipur lasted for 5 years, killing 750 people. Small attacks continued for the next 10 years. From 1993 to 1998, 750 people died in the Naga-Kuki conflict. In 1997-98, 352 people died in the cookie-patience struggle, more than 50 villages were burnt and 40 thousand people were displaced. At the same time, in 1993, more than 100 people were killed in the Maetai-Pangal struggle.
- Violence erupted but was immediately controlled: We believe that such accidents should not happen during our rule, but violence erupted due to an unfortunate decision, which was immediately controlled. The opposition is saying that this is the first time violence in Manipur and our government has failed. But during the reign of previous governments, there were major violence for 10 years, 3 years and 6 months. After those incidents, no leader of the government of that time, even the Home Minister did not visit there.
- There was no violence for 6 years after the BJP government: After the formation of the BJP government in 2017, there was no caste violence in Manipur for 6 years. Earlier, on an average, there were shutdown and protests every year on an average. Before 2017, there were more than 1,000 encounters in Manipur, which were investigated by the Supreme Court.
Violence erupted in March last month after the announcement of free movement On March 1, Home Minister Amit Shah held a review meeting in the Ministry of Home Affairs on the situation in Manipur. From March 8, the Home Minister had asked to ensure unruly movement on all roads in Manipur. At the same time, instructions were given to take strict action against those who blocked the roads.
The review meeting held on March 1 included Governor Ajay Kumar Bhalla, top officials of the Manipur government, officers of the army and paramilitary forces.
After the order, violence erupted in Cookie and Maetai dominated areas in Manipur. As soon as buses started running on the roads connecting Imphal, Churachandpur, Kangpokpi, Vishnupur and commander, people of the cookie community started opposing it.
A male protestor was killed and 25 others were injured in a clash between security forces and protesters. The deceased has been identified as Lalgown SingSit (30 years). The Lalgothhang was injured by a bullet during a clash. He died on his way to hospital.
The protesters stopped the buses, followed by violence.
