The CAG report said that the state treasury was hit by Rs 2,002 crore due to violation of rules, unnecessary exemption and policy flaws in making new excise duty policy.

However, AAP Legislature Party leader (Leader of Opposition) Atishi in the Delhi Assembly has defended the new excise policy made during the Chief Ministership of Arvind Kejriwal, which the then government withdrew after being accused of irregularities. Atishi said that the excise audit report from 2017 to 2021 appeared in the House. In this, the flaws of old liquor policy have been revealed. We have been saying that we exposed the old product policy, because black marketing was happening. Liquor was being smuggled from UP, Haryana in Delhi. The new liquor policy had banned this black marketing and stopped the revenue deficit to the Delhi government.

Damage due to not implementing new excise policy: Atishi

Atishi said in a press conference that the eighth chapter of the CAG report says that the new policy was transparent, provisions to stop black marketing were included and it should have increased revenue. When this policy was implemented in Punjab, there was an increase in excise revenue there too. Due to this policy, the excise revenue of Punjab has increased by 65 percent from 2021 to 2025. The report said that if the new policy was properly implemented, the revenue would have increased from 4,108 crores to 8,911 crore in just one year.

He said that the new excise duty policy was not implemented, so Delhi’s excise revenue decreased by Rs 2,000 crore. It should be investigated who did not allow it to be implemented. Three people are responsible for this: Delhi LG, CBI and ED … This policy makes it clear that the AAP government had taken the right decision by removing the old policy. Our demand is that on the basis of this CAG report, Delhi Lt. Governor, CBI and ED should be investigated, FIR should be registered and action should be taken.

What is the next next after presenting the CAG report?

If sources are to be believed, the Public Accounts Committee of Delhi Assembly (Public Accounts Committee or PAC) can take cognizance of the CAG report on the excise policy. If needed, the PAC can issue summons to the former Chief Minister of Delhi, former ministers and other accused related to the liquor policy case. Prior to this, the problems of CM Arvind Kejriwal and GOM (Group of Ministers) making Delhi Excise Policy may increase.

Speaker of Delhi Legislative Assembly Vijendra Gupta can form a PAC, which will have 12 members. If the PAC is covered, then apart from BJP MLAs and some AAP MLAs will also be included. The Delhi liquor scam will conduct an investigation on the basis of the revelations in the CAG report in the case and will prepare its report and recommend action against the guilty people. The PAC report will be submitted to the Speaker of the Delhi Assembly. The House will decide on what action can be taken against those responsible for harming the government treasury.
