The Board of Control for Cricket in India (BCCI) will now come under the purview of the National Sports Governance Bill. This bill will be introduced in Parliament on Wednesday.
News agency PTI quoted sources in the Sports Ministry as saying- ‘When this bill is made law, BCCI will have to follow it in the same way as the rest of the National Sports Federation follows the laws of the country.’
BCCI has now become a part of the Olympic movement due to cricket’s involvement in the 2028 Los Angeles Olympics. This bill is being brought in sports organizations to prepare a strong structure to decide timely elections, administrative accountability and players’ good.
Former BCCI secretary Sanjay Jagdale on this Dainik Bhaskar Said to-
I do not see the possibility of bringing this bill of BCCI on the purview. I think BCCI is the most systematic -operated institution. The team is also performing well. In such a situation, other National Sports Association of India should learn from BCCI and not to bring it under the government.
7 days ago, Sports Minister Mansukh Mandavia also talked about bringing this bill. They said-
Under this bill, a regulatory board will be formed which will have the right to recognize and provide funding to the National Sports Federations (NSF). The board will also ensure that the Sports Federation follow the highest administrative, financial and moral standards.
In 5 questions, know what will be the changes in Indian cricket with the introduction of this bill?
Question-1: Why did there be a need to bring this bill? BCCI is a self -proclaimed organization. It does not take any grant from the government. In such a situation, the government has no control over BCCI. The government wants to subdue it under itself. However, due to lack of transparency in its decisions and internal politics, the government wants to bring it under an open and responsible system.
- BCCI does not need government money, so it has been considering itself as different from government rules till now. However, cricket is the most popular sport in India and it is directly related to the public and players, so it has become necessary that BCCI is also accountable to the government.
- Now that cricket has been included in the 2028 Los Angeles Olympics, and BCCI has also become part of the Olympic movement, it has become necessary to bring it under the rules like the rest of the National Sports Federations.
- There have often been disputes in BCCI about elections and tenure of office bearers. Despite the recommendations of the Lodha Committee, the reforms remained incomplete. The new bill will ensure timely election, clear rules and administrative accountability.
- This bill will be prepared to protect the players’ good, career security and their interests. So that players can avoid exploitation, politics or discrimination.
Question-2: Have efforts to bring BCCI under the government before? Yes, the demand to bring BCCI under the government has been raising from time to time. The Government of India has been arguing like transparency and increasing accountability behind it.
Question-3: This bill will affect the fees of cricket players? The aim of the bill is not to fix the salary of the players. So far, there is no such indication in the draft or details of the National Sports Governance Bill that it will directly affect the fees or salary of the cricket players. BCCI pays different match fees to Indian cricketers in different formats. 15 lakh rupees per match for Test matches, Rs 6 lakh per match for ODIs and Rs 3 lakh per match for T20I matches.
Question-4: Will this bill affect the relationship between ICC and BCCI? The National Sports Governance Bill is very less likely to have a direct impact on BCCI and ICC relationships. ICC is an independent international body and BCCI is its member.
According to ICC rules, a cricket board should remain independent of government intervention. If the government of a country interferes more in the work of the cricket board, then the ICC can also suspend it. As has happened in the case of Pakistan, Nepal and Zimbabwe.
The government is not completely subjected to BCCI, but wants it to work in a transparent and accountable manner. If this bill is applied keeping the freedom of BCCI, then the ICC will not have any objection. About 40% of the total income of the ICC comes from BCCI. BCCI is the most powerful cricket board, so ICC also wants to avoid confrontation with it.
Question-5: Will the introduction of this bill affect the performance of Team India? Yes, the arrival of this bill will affect the performance of the Indian team. Because, with the introduction of this bill, the intervention of the government will increase in important processes like training, camp, selection. In such a situation, the performance of Team India may be affected.
