UGC reforms: Bharat Rashtra Samithi (BRS) Executive Chairman K.T. Rama Rao (KTR) along with party leaders and public representatives met Union Ministers Dharmendra Pradhan and Nitin Gadkari in Delhi. During this, he expressed serious objections to the proposed guidelines of the University Grants Commission (UGC) and submitted a formal memorandum to the Central Government. The BRS termed these changes as encroachment on the rights of the states and called a violation of the federal structure.
KTR said that the rules proposed by the central government are direct attacks on the autonomy of the state universities. Especially, he expressed strong opposition to the plan to give the right to appoint vice -chancellors to the governors. Describing it as an intervention in the jurisdiction of the state government, it said that it will disrupt the freedom of universities run by the state. The BRS believes that the state governments should have complete control over the administration of their universities so that the education policy can be prepared according to regional needs.
Danger on transparency in recruitment process – BRS
The BRS party also expressed serious concern over the “no suitable candidate” segment proposed in the recruitment process. KTR said that these provisions can become a means of ignoring seats reserved for SC, ST and BC communities. This will affect transparency and social justice in the appointment process. He said that if this provision is implemented, then the possibility of equal opportunities in higher education institutions for marginalized communities will be reduced, which will violate the rights of reservation given in the Constitution.
Demand for change in UGC guidelines
KTR presented its side before the Central Government after discussing this issue with experts and legal advisors of the education sector. He said that state governments should get the right to formulate higher education policy and control the administrative processes of universities. He also said that before implementing any new UGC rule, all states should be consulted so that the spirit of federal structure remains.
The BRS handed over a detailed appeal of six pages to the central government in which the UGC was urged to prepare the new rules in such a way that the autonomy of the state governments remains. KTR said that BRS will continue to fight for the interests of the state and ensure that there is no imbalance in the education policy. He also demanded from the Center that the opinion of all stakeholders should be taken to maintain the autonomy of universities and a decision should be taken in a fair manner.
