Canadian Prime Minister Mark Carney has announced to introduce a new scheme to attract a highly skilled worker after an increase in the H-1B visa fee in the US. He said that Canada is seeing this turmoil as an opportunity for talent, innovation and future economy of the country. His plan will be revealed as a competitive answer against Washington’s visa ban in the coming weeks.
Prime Minister Carney clearly stated that Canada is ready to take advantage of this opportunity. He said, ‘Now people in America will not get H-1B visa easily. These are skilled people and are an opportunity for Canada and we will soon bring a proposal ‘

He insisted that it is not only the issue of numbers, but is related to the future economy of Talent, Innovation and Canada. He indicated that his plan will be focused on Tech professionals, which may include temporary work permits and permanent residence options.
Trump’s visa tariff
In fact, the Trump administration issued an executive order on 19 September 2025 to announce an annual fee of $ 1,00,000 on the H-1B visa which has come into effect from 21 September. H-1B visa is used for specialist roles related to science, engineering and mathematics and most of its benefits are available to professionals from India (71%) and China (11.7%).
Stir in silicon valley
This decision of Washington has increased concern in Silicon Valley, where companies are warning that the sky -touching fee will weaken the supply chain of foreign engineers and developers. The US has long been dependent on H-1B visa holders to fill important deficiencies in its technical workforce.
President Trump and his associates have been criticizing the H-1B program for a long time. He argues that it reduces American wages. However, these programs are highly used by American technical firms to fill the roles of science, engineering and mathematics. These visas are usually issued for a period of three to six years.
Indians took Canada’s citizenship
According to government data, between April 2022 to March 2023, 32,000 tech workers came to Canada, about half of which were Indians. In 2024, 87,000 Indians got Canadian citizenship which was the largest group. Experts believe that H-1B changes can turn to thousands of Indian professional Canada which provides high salary and standard of living.
