The CAG report was leaked to the media on January 11. A hearing in this case was held in the High Court on January 13.

Delhi High Court will today give its verdict on the petition seeking to make public the CAG report related to the functioning of Delhi government. There has also been a demand to present the report in the Assembly. The court had reserved the order on January 16.

7 BJP MLAs have filed a petition demanding calling a special session of the Delhi Assembly. He says that the CAG report on 14 cases should be discussed in the House. The government’s argument is that the tenure of the Assembly is about to end, so there is no use in bringing the report to the House.

Regarding this, the High Court had reprimanded the Atishi government on January 13. Justice Sachin Dutta’s bench had said – The way the Delhi government has taken back its steps on the CAG report, it raises doubts about its honesty. The report should have been sent to the Speaker and immediately discussed in the Assembly. This is unfortunate.

Liquor policy also mentioned in the leaked report

According to sources, the CAG report also contains information related to liquor scam. On January 11, a CAG report was leaked, which was shown by the BJP. BJP leaders had quoted the report as saying that the Delhi government has suffered a revenue loss of Rs 2026 crore due to the liquor policy.

The new liquor policy was implemented in Delhi in 2021. Many questions were raised regarding license allocation. The policy had to be withdrawn. Arvind Kejriwal and Manish Sisodia were accused of corruption. Both also went to jail. Had to leave the post of CM and Deputy CM. Both are currently out on bail.

Claim in the report – LG’s approval was not even taken on the decisions.

It has been reported in the report that the group of ministers headed by the Deputy Chief Minister had rejected the suggestions of the expert panel. The cabinet had approved the policy and on many important decisions the approval of the then Lieutenant Governor was not even taken.

According to the report, despite the complaints, everyone was given permission to bid for the auction. Those who had incurred losses were also given licenses or renewed.

What about liquor policy in CAG report…

  • The AAP government neither took cabinet approval nor sought opinion from the Lieutenant Governor in its decision to cancel the new liquor policy.
  • Due to Covid restrictions, exemption of Rs 144 crore as license fee for January 2022 was given to retail license holders without taking Cabinet approval.
  • Wards in which liquor was not allowed. Liquor shop licenses were distributed there also. This decision was also taken without the approval of the Lieutenant Governor.

On December 21, LG gave permission to prosecute Kejriwal

On December 21, Delhi LG VK Saxena had given permission to the Enforcement Directorate (ED) to prosecute Arvind Kejriwal in the liquor policy matter. On December 5, ED had sought permission from LG to conduct trial against Kejriwal.

ED had registered a case against the former Chief Minister under Prevention of Money Laundering (PMLA) in March this year. Kejriwal was arrested on March 21 after 4 hours of interrogation. Kejriwal got bail in this case, but ED could not start the trial.
