1. Excessive congestion, but heavy negligence in crowd management
The biggest reason behind the stampede at New Delhi railway station was a huge crowd of passengers at the station. No concrete arrangements were made to handle it. Even 1500 journal tickets were sold every hour. Thousands of passengers were gathered at the station due to the delay of three trains going to Prayagraj, but adequate security personnel were not present to control the crowd.
2. Confusion caused by train announcement, passengers running
Investigation revealed that a major reason for the stampede was a disturbance in the announcement of the train. When the Prayagraj Special train was announced on platform number-16, the passengers were confused, because Prayagraj Express was already standing on platform-14. Many passengers felt that their train had changed, causing chaos and stampede started.

3. Special arrangements were not made for the crowd of weekend and Kumbh
The investigation has also revealed that due to the Kumbh Mela, the number of passengers going to Prayagraj had increased a lot due to the Kumbh Mela, but despite this the railway administration did not make any additional arrangements. Neither additional security personnel were deployed nor a control room was made to give the right information to the passengers.
