Act, 2025 has been implemented in Delhi School Education (Transparency in Fee Determination and Regulation) Act, 2025 in the capital Delhi. Delhi Lieutenant Governor Vinay Kumar Saxena has approved this on Monday, now the government has notified it. In this law, parents have been given veto rights to prevent arbitrariness on the fees of private schools.
After the implementation of this bill, now private schools will have to take formal permission before increasing the fees. Apart from this, when the school increases the fees, the entire breakup of the fees will be shared with the body. There is a provision of punishment and fine for not following these rules. Recognition can also be canceled in some situations. Along with this, a system will be made where parents will be able to file their complaint. If the schools do not follow these rules, then their recognition will be canceled.
15% parents will be selected from lottery system
Many level regulatory mechanisms will be created under this bill. It will include a representative of the school management, the principal secretary, five parents, three teachers and one government supervisor. In this, parents will be selected from the lottery system. The fee will be fixed on July 15, once the fee is fixed, it will not be changed for three years. If 15 percent of the parents complain, then their complaints will be heard.
If school fees increase, then they will have to give information about their financial data and all the facilities of the school. If school fees increase the bill, then you will have to pay a fine of one lakh to 10 lakhs. If there is a delay in paying the fine, it will increase. If the fine is not given, the recognition will be canceled. However, parents believe that it is also wrong to choose 15 percent of the parents from the lottery system.
Why is some parents not happy with the bill?
Parents are still not happy on some issues about this bill related to fees in private schools. Aparajita Gautam, president of the Delhi Parents Association, says that Bill says that profit and commercialization will be stopped, but in reality it is an attempt to make them legal. He told, ‘A complaint against a school committee will be accepted only when at least 15% of the parents speak together. That is, individual parents cannot do anything. In section 2 (6), the fees charged directly and indirectly by the school are valid, which is wrong.
He told, ‘According to the new rules, the term fee will be taken for 13 months instead of 12. Apart from this, play schools were kept out of the bill, while they charge the most and are not in any radar till now. The same, there will be 11 people in the committee, in which most of the management will be related. The decisions will be taken in the first (management committee). Section 17 of the bill states that there will be no jurisdiction of the civil court, that is, parents cannot even go to court. Also, parents have demanded that there should be a provision of camping so that the maximum limit of fees is fixed.
