Haryana CM Nayab Saini, he has not yet given any formal reply to the ministers.
Ministers of the BJP government of Haryana have asked CM Nayab Saini to give them powers for transfer and posting of officers and employees. There are 11 cabinet and 2 state ministers in the state government, all of them have sought transfer power from the CM to Group B employees.

At present, ministers do not even have the right to change the status 4 employees in the state. All transfers are done from the CM office only. For which a separate OSD has been appointed in the Chief Minister’s Office (CMO).
According to government sources, the ministers not only put forward their demands strongly, but also expressed their displeasure over the decision of the OSD to ask the Chief Minister for every transfer. After which the CM is also confused. Therefore he did not even give any assurance to the ministers on this.
All authority rests with CM, HCS officer orders The Chief Minister has full authority over transfer and posting in the state. These include rank 4 employees as well as IAS and IPS officers. For this, an HCS officer has been appointed as Officer on Special Duty (OSD) in the Chief Minister’s Office (CMO). Its job is only to look after transfer-posting.
If there is a transfer of any employee or officer, then first the Chief Minister has to be asked, after that the OSD issues orders for it.
Ministers told CM- We have to work hard According to sources related to the CMO, the ministers told the CM that they have to work hard for the transfer of any employee. OSD has the authority to make all transfers. They have to ask the Chief Minister. In such circumstances, transfers get delayed. MLAs are also facing the same problem. In such a situation, a wrong message is being sent regarding their rights.
Earlier power was available, but it stopped in Khattar’s second term. Earlier in Haryana government, ministers used to get transfer-posting rights for one month in a year. These rights were also given in the second term of Manohar Lal Khattar’s government i.e. the initial year of 2019. While being CM, Manohar Lal had given the power of transfers to his ministers from 25th November to 10th December, but even in this he did not get the authority for the entire month.
However, for the next four years i.e. from 2020 to 2024, ministers did not have any powers. At the end of the second term, Naib Saini became the CM, but the old process of transfer-posting continued. Even the HCS officer appointed as OSD was not replaced.
