This type of joining has raised questions in the university and the matter has come into the limelight. Former professor of the university, Dr. Jagbir Rawat has sent a legal notice to the government for contempt. He has also demanded immediate release of advertisements.
He wrote in the notice sent to the government that the Punjab and Haryana High Court had canceled the appointment of the earlier Vice Chancellor on 22 August 2024. The court had told the university that a transparent process should be started immediately for the selection of the new Vice Chancellor. It was also told that it is necessary to give advertisement immediately as soon as the post is vacant.

- Intentionally put the High Court question: In the notice sent by former university professor Dr. Jagbir Rawat, the Punjab and Haryana High Court bench had sought a digital record (NIC record) from the university to investigate whether the rules were followed in the appointment of the Vice Chancellor or not. The university could not present the necessary records, which made it clear that the court questions were intentionally deferred.
- Advertisement for the post of Vice Chancellor was not given: Despite a long time after the High Court’s clear instructions, the university did not release any public advertisements for the post of new Vice Chancellor. Advertisement was to be advertised as soon as the post was vacant. By not doing so, disregarded the court order and interrupted the justice process.
- Contempt case: Even under the control of the Chancellor and the Government of Haryana, such behavior is equal to “contempt of court”. Under Section 12 of the Contempt Act, 1971, the Supreme Court has emphasized the need for transparency and statutory process in public appointments, but those rules were deliberately violated here.
University said- appointed according to rules On the other hand, the university has issued a press release saying that this appointment has been done as per the rules. In the 33rd meeting of the Management Board held in Chandigarh on 1 and 2 August 2025, it was unanimously decided that the former Head of Department, Principal Scientist (retired) and earlier also Prof. Dr. Vinod Kumar Verma should be made the new Vice Chancellor of Luvas. This decision was taken after the approval of the board.

- Will double the income of farmers and farmers:Dr. Verma said that the university will take special steps to increase the income of cattle rearers and farmers. Under this, there will be research on herbal medicines so that new, safe and prolonged effective medicines can be made in the treatment of animals, which reduces drug-resistance. The project is also associated with the priorities of the World Health Organization (WHO) and Luvas will be ahead in it.
- Construction of new campus:The Vice Chancellor said that the construction of the new campus will be completed rapidly. He appealed to teachers, employees, students and researchers to jointly make the university a global leading institute.
