Holi vs Ramadan: Security circle on religious festivals, why cover mosques?

Special security arrangements are being made in many states due to the same day after 64 years of Holi and Ramadan. Mosques are being covered in Sambhal and the city Mufti has instructed Muslims to tolerate the color of Holi. Police is conducting flag march in Bhopal.
