In the Government Press of Madhya Pradesh, there has been a racket of brokers, which changes the name of any person and publishes in the gazette. Dainik Bhaskar has exposed such a gang in his investigation. In which the broker gave some documents and seven thousand
,
Explain that the rules and regulations of the government are applicable only after publication in the gazette. If a person has to change the name, surname or date of birth in government documents, then it is valid all over the gazette. In Part-1 of Investigation, we will explain how the agent changed the name of the dead person and got the gazette notification done.
Ramkhilavan’s relative helped Bhaskar to expose this racket of brokers. He also agreed to use relative’s documents. Read report …
It is clearly visible in the certificate that the date of death is 14 July 2021.
Now know how Ramkhilavan’s name changed
1. Reporter first deal with broker Bhaskar Reporter contacted Deepak Pandav, the biggest broker of the government press. The Pandava has been doing brokerage work here for the last 10 years. Call her mobile 922xxxx786 …
Reporter: Deepak Pandav is speaking?
Pandava: Yes, what is the work?
Reporter: To change the name, you have to publish in the Gazette (Gazette).
Pandava: Who gave you my number?
Reporter: My relative had made you work, he gave the number.
Pandava: Okay, documents will be taken. If I do everything, it will cost more.
Reporter: Ok. How much will be paid?
Pandava: You send the document, then talk.
2. Gave document on WhatsApp to Dalal Bhaskar reporter on 24 January sent the documents broker Deepak Pandav to WhatsApp. The message was to change the name of Ramkhilavan to Ramkhilavan Gaur. This was followed by a series of WhatsApp chatting of the reporter from Deepak.
Chatting on 24 January ….
Reporter: Deepak ji, I have sent you the document, how much payment will be made.
Pandava: I take seven and a half thousand from others. I will take 7000 rupees from you.
Reporter: This is more, can there be less?
Pandava: It will not be less than this, because I will do all your work. You only have to send payment and document.
Reporter: Ok.
3. Payment of 7 thousand to broker Deepak sent the QR code on the reporter’s mobile for payment. On which a payment of seven thousand rupees was made. A few hours later Deepak’s WhatsApp message came …
Pandava: Brother, send their voter ID card.
Reporter: There are so many documents right now.
4. Proforma of name change sent The broker sent a proforma of the name change on the reporter’s mobile and sent it to check the mistakes. He messaged that please check and confirm it. The reporter sent OK and sent it.
On January 24, at 9.04 pm, the broker’s message came on the reporter’s WhatsApp. In this, he told that he has sent a release to change the name and sent it to the newspaper to be printed. It was also written that you check one more time. The reporter turned OK on his behalf.
5. Dalal signed fake signatures in the name of Ramkhilavan According to the rule, the proforma of obvious information published in the newspaper has to be typed on an empty paper. It mentions a new name and old name. It is signed by the applicant. The broker fakes Ramkhilavan by fake signature on all documents from new and old name paper and notary. All documents were submitted to the department.
Dalal made fake signatures of Ramkhilavan on Profarma.
6. Ramkhilavan Gaur changed his name in the Gazette On 31 January, Ramkhilavan changed to Ramkhilavan Gaur as (G-368) on page number 296 of the Gazette of Madhya Pradesh. Its information was published. The name changed in just seven days. On January 31, the broker Deepak Pandav sent a copy of the information published in the Gazette at 8:30 pm to WhatsApp of the reporter.
Understand in 3 points, what is the rule and the broker did fraud 1. Rules: For gazette publication, stamp paper is purchased from the notary in the name of the applicant. The presence and signature of the applicant is necessary while purchasing.
Fake: The broker did not even see the applicant. He did the work of buying stamps from the notary.
2. Rules: The applicant who is the applicant, he does all the documents self attested, that is, he has signs.
Fake: The broker made all the signatures of Ramkhilavan. He also does not know whether the deceased Ramkhilavan was educated or not.
3. Rules: Only the applicant publishes information obviously in the newspaper.
Fake: Dalal Deepak Pandav himself prepared a matter. He only crossed the cross check. Published information in the newspaper and submitted the documents in the government press.
The Pandav said that the work of the Fix one is quick After the gazette was published, Dalal Deepak called the reporter to meet the reporter outside the press. Deepak told- There was talk on the phone, so a little confidence was decreasing. Now after meeting, there will be no hesitation in doing any kind of work. We have settings from officials. Only come to the office and submit the file, they get free and become free.
When asked about the payment, he said- there is no talk of payment in the office. Every week pays payments to their house. The salary of the officers increases, we spend their expenses.
Deepak said- Once I told all the officials that I work hard. You guys only sign. I get 700 rupees from each file. If you get 2000 to 2500, then the officials said that you are earning 700 rupees because of me.
Deepak told- Once the workers of UP did not have any paper, I have got all his papers prepared. If someone needs, I make his paper made. Paper is not even examined due to a good grip inside me. In the last few years, I have registered a name in the gazette notification of many people.
Understand from two cases studies how the common man is upset …
Case 1: The officer put the file on the side, said that it will take 5-6 weeks This is the case of Raisen’s Toddal Singh Ahirwar. Toddal Singh has applied to the Government Press to change his brother’s name. According to Toddle, Jasman Harijan is written in his brother’s Aadhaar card while his name is Jaswant Singh Ahirwar in the rest of the documents.
Toddal said that with all the documents, the file was submitted to the department. At first, the authorities put it on the side. When I asked the officer, I told that it would take 5-6 weeks. When I asked how could it happen early, he said- ‘Extra will take money.’ He said that someone’s call will come. Talking to him, he will get it done.
Case 2: Four rounds of the office, then the answer was received- it will take a month Outside the government press, Bhaskar Reporter found Neeraj Pal of Chhatarpur. Neeraj told that his sister’s childhood name is Somvati Pal, while in school his name is Ashwani Pal. His Aadhaar card was made in the name of Somvati Pal. He has to fill the form of NEET exam.
She cannot fill the form due to different names in the school marksheet and Aadhaar card. I applied to the Government Press on 24 January to change his name. On January 29, all the documents were submitted. Obvious information has also been published in the newspaper.
I was told that in 7 days, a gazette notification of the name changed would be done. Nothing has happened so far. I have circled the office 4 times. Officers are not increasing the file by signing the file.
Know in 5 points how it can be misused …
- After changing the name in the gazette, any person can change his name in Aadhaar and PAN card.
- Passports can also be made using these two documents and gazette notifications. In such a situation, any criminal can take advantage of this and leave the country.
- On the basis of gazette notification, any person can grab the amount of insurance claim by calling himself the heir of the dead person.
- On this basis, he can also express himself as a heir to his property by calling himself a relative of the dead person.
- Government schemes can also be taken advantage of after gazette notification.
What is the provision of punishment: On making fake documents, Sections 318, 318 (1), 336 (2), 336 (3), 338, 340 (2) of the Indian Code can be sentenced to life imprisonment under sections.
A case of such fraud has come to light This case is related to Western Coalfield Pathakheda, Betul employee Amrit Dhote. Dhote had a job in the coal field in the name of Maruti Dhote. When his fraud was detected, Western Coalfield dismissed Dhote. Dhote made a gazette notification of his changed name to get the gratuity amount.
When the investigation was done after the complaint in the case, it was found that Dhote had fake names in the Gazette in 2021. According to sources in MP Nagar Police Station, the official of the Government Press on 11 January 2025 applied to register an FIR against Dhote.
