The Uttar Pradesh and Uttarakhand governments have opposed the petition filed in the Supreme Court on the Kavad Yatra QR sticker case. The case was heard in the Supreme Court on Tuesday (22 July 2025). The court said that some dhabas stop making non -vegetarian during the Kavad Yatra. We agree that it is not necessary to know the name of the shopkeeper, but there should be any way that pilgrims know about this. The court said that the religious sentiments of the pilgrims and the constitutional rights of the people should be balanced. Some people do not even eat onion or garlic.

On behalf of the petitioner, Senior Advocate Abhishek Manu Singhvi demanded a ban and said that it is necessary to see the menu for food, not the shopkeeper’s name. The imposition of QR code is a violation of the Supreme Court’s order last year.

Senior Advocate Mukul Rohatgi appeared on behalf of the Uttar Pradesh government, while Abhishek Manu Singhvi and Senior Advocate Hujifa Ahmadi argued on behalf of the petitioners. The case was being heard on the case of Justice MM Sundresh and Justice NK Singh.

The judge said- some people also avoid onion-garlic
Justice Sundaresh said on the arguments of Abhishek Manu Singhvi that even where non -vegetarian food is made, vegetarian people or pilgrims do not want to eat. Many of our judges also do not eat such kitchen food. Abhishek Manu Singhvi said, ‘I am also a Jain and all the dhabas on the Kanwar Yatra route are vegetarian.’

In the court, Abhishek Manu Singhvi also said that the problem here is that the shopkeeper is not telling his name, while the problem should be from what is in the menu of the dhaba. Questions should be raised on menu card instead of name. He said that we eat the name of the food owner in the hotel or dhaba and eat the menu.

Singhvi said- Partition seeds are being added
Abhishek Manu Singhvi said that the seed of partition is being added to the society. It is necessary to stop it. On this, UP government counsel Mukul Rohatgi said that it is the rule of the central government to mention the name of the shopkeeper. We are not talking about anything new. There are many people in the country who do not even eat their brother’s house due to the possibility of inaccuracy.

Some dhabas do not make non -veg just in Kavad Yatra
During the hearing, the issue also arose that some dhabas do not make non -veg only during the Kavad Yatra. The petitioner’s lawyer Hujifa Ahmadi said that there is a government order not to make non -vegetarian during Kavad. All dhabas follow this. On this, the judge said, ‘The dhabas who serve vegetarianism throughout the year are different. The customer should know about those who stop serving meat only during this time. We agree that the shopkeeper’s name is not necessary, but there should be any method.

What did the Uttarakhand government say?
Huzaifa said that there is a license inside the shop. It is written in it how this license is found to eat. The lawyer of Uttarakhand told the court that it is mandatory to put both license and registration on the shop.
