RPF submitted a report to Delhi Zone on February 16, a day after the incident. A crowd of passengers to climb the Prayagraj Express was also present on platform 14. The crowd became so much that it was difficult for people to move.
Hearing the announcement, passengers started trying to climb stairs from platforms 12-13 and 14-15 through footover bridge 2 and 3. During this time, passengers of Magadh Express, North Sampark Kranti and Prayagraj Express were descending from the stairs. Amidst the push, some passengers slipped and fell on the stairs and caused a stampede.
2600 general tickets were sold two hours before the incident The start of the stampede was revealed that every hour of 1500 general tickets were sold by the Railways at New Delhi station. The report also stated that the deployment of Railway Protection Force (RPF) personnel was not balanced, which led to difficulties in controlling the crowd and the situation deteriorated.
According to the report of Indian Express, the Railways sold 2600 general tickets in an hour till two hours before the incident (on 15 February). Usually 7 thousand tickets were sold throughout the day, but 9600 tickets were sold on this day.

Crowds increased due to cancellation and late trains: Eyewitness Dharmendra Singh told that I was also going to Prayagraj. Two trains were already running late, some were canceled.
