After Operation Sindoor, the Ministry of Defense has issued a gazette notification of new rules for the common command of the three organs of the Indian Army i.e. Army, Air Force and Navy. Under the inter-service organization (Command, Control and Discipline) Act 2023, now military commanders will be able to command and control each other’s organs.
Till now, only Army Commanders could have issued guidelines to Army officers, but now if any army officer works under the Navy (or Air Force) commander, then the Navy Commander Commander can take any disciplinary action against the Army of Army (or Air Force).
All three armies officers are employed in South Block
There are two such commands and three such divisions in the country, where officers and soldiers of the three armies work together. These commands are Andaman Nicobar and Strategic Force Command. In the Special Force Operation, Cyber ​​Defense Division and Defense Space Agency, common officers of the three organs are also working under the same command. Apart from this, officers of the three armies are working under the same roof in the CDS office located in South Block.
During Operation Sindoor, the Akashtir system of the Army, along with the Indian Air Force, thwarted Pakistan’s drone and missile attack. With the formation of theater command in the near future, there will be a shared and integrated command of the three organs. In such a situation, new rules were necessary.
‘Solidarity between armed forces will be strong’
According to the Ministry of Defense, the inter-service organization (Command, Control and Discipline) Act 2023 aims to promote effective command, control and efficient functioning of inter-service organizations (ISOs) which will strengthen solidarity between armed forces. The bill was passed by both houses of Parliament during the 2023 monsoon session. It was approved by the President on 15 August 2023 and according to the Gazette notification of May 8, 2024, the Act came into force from May 10, 2024. After this, the ISO was notified through the Gazette Notification Number SRO 72 of December 27, 2024.
The Act gives the ISO Commander-in-Chief and Officer-in-Command the right to control service personnel under them, which ensures discipline and administration within organizations. It is achieved without changing the specific service conditions applied to each branch of the armed forces. The purpose of the new notified subordinate rules prepared under Section 11 of the Act is to facilitate the effective implementation of the provisions prescribed in the law. These rules are important for the functioning of ISO and establish a broad structure for discipline, administrative control and operational coordination.
With the notification of these rules, this act has now come into full -law. This will provide rights to the heads of ISO. Early disposal of disciplinary cases will be possible and will help avoid repetition of proceedings.
