The memorandum given by Russia suggested that Ukraine withdrew its army from four regions that Russia captured in September 2022, but never completely occupied as a condition of the ceasefire. It said that Ukraine should ban the military presence of any third country on its earth.

The Russian document further proposed, “Ukraine should end the martial law and conduct elections, after which the two countries can sign a comprehensive peace treaty. Ukraine should abandon his effort to join NATO. Ukraine will set a limit on the size of his armed forces and recognize the Russian language as the official language of the country.” However, Ukraine and Western countries rejected all the demands of Moscow earlier.
