Chief Minister Yogi Adityanath has approved the formation of Uttar Pradesh Outsource Service Corporation (UPCOS). This corporation will be made under the Companies Act. All the appointments made by this corporation proposed by Chief Minister Yogi Adityanath will fully follow the reservation provisions for SC, ST, OBC, EWS, women, disabled and ex -servicemen. The Chief Minister has also said to give priority to destitute, divorced and abandoned women.
Chief Minister Yogi Adityanath says that this corporation will work for the labor rights, remuneration and social security of millions of outsourcing personnel of the state. The purpose of this corporation will bring transparency in the administrative system as well as ensure the confidence of stability in outsourcing employees.
This is how outsourced service corporation will be made:
In a release issued by the government, it has been told that a Board of Directors and a Director General will be appointed under the chairmanship of the Chief Secretary. Committees will also be formed at all divisions and district levels. For this, the selection of agencies will be through the Gem portal. Which will be for at least three years. Also, it will be ensured that whatever employees are working right now, they do not have any problem. In the selection process, they will get weightage based on experience.
Selection of agencies in different ways
The Chief Minister said that right now outsourcing agencies are selected in different ways, due to which there is often no salary on time. He said that there are many complaints like salary cuts, lack of transparency and harassment of EPF/ESI. This system will improve with the formation of this corporation. The Chief Minister directed that the remuneration of all outsourcing personnel should be sent directly to his bank account by 05th of every month and the amount of EPF and ESI should also be deposited in time. Employees also get all the benefits permissible from EPF, ESIC and banks.
Action will be taken on violation of rules
The Chief Minister clarified that the corporation should be placed in the role of regulatory body that monitors the functioning of agencies and blacklisting, debaundering, penalty and statutory action will be ensured on violation of rules. The Chief Minister also directed that no outsourcing service should be taken against regular posts.
No one will be serviceable
After the selection, no employee is freed from service until the competent officer of the concerned department is recommended. The Chief Minister said that the state government is committed to ensuring dignity, security and social justice of every employee. The Uttar Pradesh Outsource Service Corporation will add a new transparency and accountability to the administrative system of the state. This will not only benefit millions of outsourcing personnel of the state, but will also increase administrative efficiency.
