Delhi school fees 2025 bill: The Delhi government has taken a big step to curb the arbitrariness of fees hike in private schools. The Delhi Cabinet has approved the Delhi School Education Transparency in Fixation and Regulation of Fees, 2025 bills. Education Minister Ashish Sood, describing this bill as historic, said that it will be applicable to 1677 non-helping and government aided schools in Delhi. This bill has been introduced in the first 65 days of the government, which shows the seriousness of the government towards the complaints of the parents.
Why was this bill necessary?
Delhi Education Minister Ashish Sood said that parents were receiving complaints of arbitrary fees of schools and abuse of children. Earlier, the government issued show cause notices to schools, but these were only temporary measures. Now through this new bill, a permanent solution has been brought to control the fees hike and bring transparency. Sood said, “There was no provision for fees control in the Act passed in 1973. Our government has overcome this deficiency.”
Bill’s main points
Strictness on fees hike: If a school increases the fees by violating the rules of this bill, then it will not be allowed to increase the fees for the next three years.
Transparency and time bound process: By November, the fees for the next academic year will be made public. Parents will get full time to challenge it.
Committee formation mandatory: Schools have to form a committee to fix fees. Failure to do this will impose a fine of 1 lakh to 10 lakh rupees. School recognition can also be canceled in serious cases.
Punishment on abuse with children: If school takes steps like sending library to children as punishment, then a fine of Rs 50,000 per child will be imposed per day. After 20 days, this fine will double and will be tripled after 40 days. The school’s recognition may be canceled if the complaint remains intact.
Rights to Education Directorate: Under Section 14 of the bill, the Directorate of Education will have the right to seize school accounts and documents automatically.
How long will it be applicable?: This bill will be effective from April 1, 2026.
Resolution of parents’ complaints
The Education Minister said that the Chief Minister took the complaints of the parents seriously. The DM was sent and an audit was conducted to investigate the misconduct of children in schools. On the basis of these complaints, strict provisions were added to the bill. Sood said, “The earlier Kejriwal government had not taken any step in this direction. Our government not only understood the problem, but also brought a time -bound solution for it.”

Rekha Gupta told in the press conference that the role of parents, schools and government in this bill will be clearly defined. He said, “We have created a clear guidelines to curb the arbitrariness of schools. This bill will bring transparency in the education sector of Delhi.”
