Census in India: The central government has asked the states and union territories on Sunday (June 29) to make any proposed changes in the boundaries of administrative units before 31 December, 2025, as the changes made by this day will be considered to be the final for the census work.
In a letter written to all the states and union territories of the country, the General Registrar and Census Commissioner of India, Mrityunjay Kumar Narayan has said that all villages and towns are divided into uniform calculations blocks for census and a calculator (calculating) is appointed for each block, so that any mast or repetition can be avoided during the population.
Census work will start in the country from this day
According to the rules, census can be done only three months after the determination of administrative units like district, sub-district, tehsil, taluka and police station. Narayan said that from April 1, 2026, home listing work, appointment of supervisors and cuisies will be done and work will be divided between them and the census will begin from February 20, 2027. The letter states that once the counting blocks are finalized, there should be no change in the boundaries of administrative units.
Instructions given to Chief Secretaries of all states and union territories
In his letter to the Chief Secretaries, Narayan asked them to direct all the departments to make any proposed changes in the boundaries of municipal corporations, revenue villages, tehsils or districts before 31 December.
He asked the states and union territories to ensure that there should be no change in the boundaries of administrative units between January 1, 2026 and 31 March 2027, during which the census will be done.
There will be no change in administrative units after December 31, 2025
Any change in existing borders will have to be reported to the Directorates of Census of States and Union Territories and the General Registrar of India by December 31, 2025. The letter states, “No changes will be made in the limit of administrative units for census 2027 after December 31, 2025.”
To ensure a proper charge for the Ganaks, an administrative unit for census is divided into managed sections called ‘Block’. The block is a clearly defined area within a village or city on a fictional map for the purposes of the census.
They are called Housing Listing Block (HLB) and Population Calculation during the list of homes (EB) during the listing of houses and they work as the smallest administrative units for the census.
Census will be concluded in two phases
The 16th census of India will be held in 2027 with caste calculations, the reference date of which will be October 1, 2026 in icy areas like Ladakh and March 1, 2027 in the rest of the country. The census will be in two stages. In the first phase, information about the residential status, property and facilities of each house will be collected in the listing campaign (HL) of the houses.
After that, in the second phase i.e. population calculation (PE), the demographic, socio-economic, cultural and other details of every person will be collected in every house.
More than 34 lakh calculations and about 1.3 lakh census workers will be posted
A government statement said that castes will also be counted in the census. More than 34 lakh Ganaks and Supervisors and about 1.3 lakh census workers will be deployed for census work. This will be the 16th and the eighth census after independence so far.
At the same time, the upcoming census will be done through digital medium with the help of ‘mobile application’. Provision of self-killing will also be made available to people.
